Abstract: This paper introduce the development of serial communication program under the Borland C++ Builder 6.0 developing environment on the background of intelligent frequency meter design, with its emphases on the analysis of work mechanism of the third ActiveX SPComm. It has been tested that the method is simple and practicable.
