Abstract: Virtual-Instruments is the 4th generation of instruments, its excellent features make it a new simulation platform. In this paper, a way of using Self-Organizing Competitive ANN to
control phases of signal light is introduced, the principle and applying method are also described, and finally a simulation test is carried out in the LabVIEW.
