提出了具有结构层次化和功能组件化的综合网络管理系统模型，设计上采用基于IoC
模式的Spring 框架，实现基于Web的网络管理模式[1]。可缩短系统的开发周期，提高软件质量，使系统各模块间具有松耦合的特点，并因此使系统具有更强的灵活性和可维护性。

Abstract： A system framework model with different layers and independent components was designed,The Spring Framework based on IoC mode was adopted to realize the NMS bease on Web. Then shortening development course, enhancing software's quality and making modules of system coupling loosely each other.
