At power up the VIC068A and VIC64 registers are automatically
initialized to their most ‘logical’ state; the rule being not
to prevent operation of the local processor, nor the VMEbus.
This hardware initialization must be followed with a software
initialization under local processor control to enable various
functions of the VIC068A/VIC64.
