These guidelines are provided to assist registered applicants in accurately completing the Form DSP-
61 in compliance with the International Traffic in Arms Regulations (ITAR, 22 CFR 120-130).
Submission of a complete and compliant application will provide the Directorate of Defense Trade
Controls (DDTC) with the necessary information to perform a timely review. Applications that are
submitted that do not meet the regulatory requirements or provide adequate details/documentation may
be Returned Without Action (RWA).
