长潭水库防洪风险分析与决策
摘要: 长潭水库流域在台汛期频遭台风或热带风暴影响, 带来强降雨, 形成较大的洪水. 即便除险加固工程结束, 水库所面临的防洪压力也非常大, 并且矛盾主要集中在次洪调度决策过程中. 从洪水资源化的角度出发, 长潭水库的次洪调度方案应进行风险识别、评估、评价分析, 然后根据防洪损益值及风险度进行洪水调度决策.

Abstract : Large-scale flood affected by heavy rainfall in flood season or under tropical stormperiod poses a real threat to the reservoir
operation , while secondary flood dispatchrepresents the key point , which should be analyzed in viewof risk identification and risk evaluation.
The flood dispatch countermeasures can be made accordingto flood prevention profit andloss in order to make use of the flood
resources .
