Abstract:
 Many drawbacks of the science and technology management system are summarized based on Browse/Server ar-chitecture，framework of Struts and mechanism for MVC design pattern are discussed，the main function of the science and technology management system is analyzed in detail.Using Struts technology and Java language，the system is designed and implemented.Some experiences of developing Web applications system based on Struts are accumulated.System opera-tion results indicate that the effect is very good，it achieves the anticipative design purpose
